Foundation Learning Tier
The foundation learning tier is a part of a number of education reforms aimed at improving the skills of learners below level 2, aged 14 and over.
The Foundation Learning Tier contains qualifications at Entry Level and Level 1.
These qualifications can be made into a personalised learning programme and can enable progression pathways to higher level qualifications.
There will be two pathways aimed at increasing participation, achievement and progression for this group of learners:
1. 14 – 16 Progression Pathway to a GCSE or other appropriate destination.
2. 16+ Progression Pathways to a first full level 2, skilled work or an Apprenticeship or to supported employment or independent living.
